A lot of the perpetrators have sever personality disorders, sever mood disorders, and sever issues with authority. They think they are the authority, of anything , anyone, anytime. Adults who bully have authoritative personalities disorders, combine with a strong compulsive need to control. They feel that they need to control. Followed by aggression, mood swings and weak decision making skills.
